Straight-forward, Streamlined Government Business.

The SEA Card® program makes doing business with the various branches of the U.S. Government more straightforward and streamlined than bunker procurement has ever been. Once you become a SEA Card® open market network supplier, the SEA Card® system will begin notifying you via email any time a tender is opened for your port(s).

Access the SEA Card® interface through your Internet connection and follow the step-by-step RFQ process. When you act upon a quote request, you will be automatically prompted to agree to the terms and conditions of a contract with the branch of service requesting your quote.

Transparency: RFQ through reimbursement. Fuel suppliers are invited to submit a confidential quote. Once a tender has been awarded, each competing merchant receives notification of the awarded merchant's name and quoted price per U.S. gallon.  

Once a transaction has been completed, the data is transmitted to Multi Service for processing. Fuel purchase data is sent to DLA-Energy, automatically generating a DD1155 or SF1449.  If transaction details are disputed, the details of the dispute are stored within the SEA Card® system so that the supplier can access them and update transaction details as needed.

A merchant that is awarded and completes a confirmed tender is reimbursed for fuel and ancillary services by Multi Service and is provided with a detailed reimbursement report, outlining transactions and corresponding reimbursements.  Multi Service then bills DLA-Energy for fuel purchases and individual branches of the government for ancillary charges as appropriate.

Efficient, electronic business process. The terms of existing bunker contracts with DLA-Energy are not affected by the SEA Card® program. Rather, contracted marine fuel suppliers as well as open market bunker suppliers benefit from a more efficient, less paper-intensive solution for order acceptance and transaction settlement.  SEA Card® only modifies the method(s) used to accept requests for bunker fuel and communicate transaction.
