The United States Government is the number one consumer of bunker fuel in the world. In an effort to manage down extremely volatile fuel costs, DLA-Energy pre-negotiates bunker fuel contracts with its largest suppliers. However, the bunker needs of agencies, whether they are serving a humanitarian, training, war-fighting or peace-keeping mission, vary widely.

The SEA Card^® program offers non-contract marine fuel suppliers the opportunity to quote on U.S. Government marine fuel business when and where an existing fuel contract does not exist. Because the U.S. Government is mandated to conduct an RFP process and seek out the lowest-priced, technically acceptable (LPTA) offer, independent fuel suppliers gain the opportunity to compete against large suppliers for individual tenders. Additionally, by joining the SEA Card^® network, bunker suppliers establish a direct relationship with Multi Service, the official contractor of the SEA Card^® program and are reimbursed for open market fuel transaction within the terms of your agreement with Multi Service.
