Federal procurement policies are complex, stringent and increasingly require more transparency. Historically, procurement has been a paper-based process resulting in manual and decentralized oversight of policy compliance and spend allocations. The SEA Card® program streamlines complex procurement processes, across multiple government agencies and provides the oversight needed to hinder misuse of funds.
User hierarchies. The SEA Card® program is capable of managing hierarchical profiles down to the user-level to ensure that individual program screens, transaction data and management reports are made available to only authorized personnel. Grade and purchase authority levels are defined by each agency and integrated into the system to ensure purchasing control.
Process flow. SEA Card® facilitates a guided bunker inquiry and procurement process for both the buyer and bunker fuel supplier. A five step, fully prompted process ensures compliance with government procurement regulations.
Transparency. SEA Card® electronically captures all transaction details throughout the procurement process, including authorization and confirmation that the transaction has occurred. This data is then available for regular analysis and ad hoc review to ensure appropriate use of funds and compliance with government regulations through the management and reporting module.
